My preference isn’t a strong one, but I think I like the /blog one better. It makes more sense in my head, and it seems like it would be easier to organize into folders. But like I said, it’s a weak, rather subjective preference.
I like option 2 as well. It gives a “real” URL home to the site name and it makes the blog seem as just one of the sections on your website. If that is what you want, a website.
